The Ville de Saint-Avold may collect personal data when using its digital services (contact forms, newsletter registration, appointment requests, teleservices, etc.). This data is strictly necessary for the performance of public service missions or to respond to a request from the user.

4.2/ Legal basis for processing
The processing of personal data by the City of Saint-Avold is based on the following legal grounds:
- Articles 5, 5-1, 5-3 and 5-5 of Act no. 78-17 of January 6, 1978, as amended, on data processing, data files and individual liberties.
- Article 6.1.a of the RGPD: explicit consent of the data subject,
- Article 6.1.e of the RGPD: mission of public interest or relating to the exercise of public authority,
- Article 6.1.c of the RGPD: compliance with a legal obligation,
4.3/ Shelf life
Personal data is kept for a period strictly necessary to achieve the purposes of processing, in accordance with the legal and regulatory requirements in force. At the end of this period, it is either deleted, securely archived or made anonymous.
4.4/ Data recipients
Data is intended exclusively for use by authorized departments of the City of Saint-Avold. It may also be transmitted to technical service providers acting on behalf of the town, in particular hosting companies (such as OVHcloud), strictly within the framework of the missions entrusted to them. Administrative or judicial authorities may also have access to data when required by law.

5/ Data security
The City of Saint-Avold implements appropriate technical and organizational measures to guarantee a level of security appropriate to the risk. These measures comply with the requirements of the Référentiel Général de Sécurité (RGS), in particular :
- Order no. 2005-1516 of December 8, 2005 on electronic exchanges between users and administrative authorities;
- Decree no. 2010-112 of February 2, 2010 on the security of government information systems,
- Article 34 of law no. 78-17 of January 6, 1978 (obligation to take all necessary precautions to ensure data security).
All personal data is protected by security protocols, including encryption, to prevent unauthorized access.
