WHAT IS THE CCAS?
The Centre communal d'action sociale (CCAS) is a municipal public institution administered by a 14-member Board of Directors (7 members of the Municipal Council and 7 members from associations) chaired by the mayor of Saint-Avold.
The CCAS operates in three main areas:
- Legal social assistance (its only compulsory allocation by law),
- Optional social assistance and social action, in which it implements the social policy determined by local elected representatives,
- Organizing social activities.
If your situation does not fall within the remit of the C.C.A.S., you will be referred to the appropriate structure.
WHAT ASSISTANCE DOES THE CCAS OFFER?
- Legal aid from the C.C.A.S. covers
→ Elderly people with the APA (Allocation personnalisée d'autonomie - Personalized autonomy allowance)
This benefit is awarded to people aged 60 or over, living at home or in an institution in France, who have difficulty performing the simple tasks of daily life. The allowance is not means-tested, but is calculated on the basis of income.
It can be used to finance :
- home help services
- meal delivery
- hygiene articles
- certain technical aids
- remote assistance
- the cost of temporary accommodation or day care
- the dependency rate for residential care.

Applications must be submitted to the C.C.A.S or the Centre Médico-Social.
→ Disabled people
Assistance is provided in the form of compensatory allowances and the cost of accommodation in hostels and foster homes.
The C.C.A.S. provides information on applications for disability cards and disabled adult allowances.

Assistance granted for very specific purposes. The amount and nature of the assistance granted are set by the C.C.A.S. Permanent Administrative Commission. To apply for assistance, you must go to the C.C.A.S. with all supporting documents (family record book, proof of resources, debts, loans, rents).
→ Instructions and follow-up of files for:
Local agency service for the elderly, disabled and childminders.
The CCAS takes care of all the administrative formalities and draws up pay slips. The elderly person remains the employer.
