City Policy
The aim of " urban policy " is to improve the situation in the most disadvantaged neighborhoods, known as "priority districts".
It is a policy that acts on :
- Social issues (health, education, poverty, associations, discrimination, etc.)
- Urban (streets, housing, facilities, living environment, etc.)
- Economic development and employment (business start-ups, professional integration, etc.)
Today, to ensure that urban policy is more effective and that the projects carried out for the district are in line with the needs of the residents, the law requires that there be a citizen council in each priority district.
C.A.S.A.S. call for projects 2025 under the "Engagements Quartiers 2030" city contract.
As part of the next programming of the C.A.S.A.S. "Engagements Quartiers 2030" city contract, please find below the call for projects 2025. Please note that the framework for this call for projects has been established by the French government. It sets out the various eligibility criteria for your application.
It's up to you to familiarize yourself with them before submitting your application. Applications must be submitted on the Dauphin platform by February 28, 2025 at the latest, and forwarded to the C.A.S.A.S. City Policy Department. As a reminder, common law credits (State, Region, Department, Caf, ARS, EPCI, City, etc.) must be mobilized before specific City Policy credits. Therefore, in the event that projects involve several priority districts, separate and individual applications must be made for each of them.
The Citizens' Council
The Citizens' Council is a group of local residents who meet to :
- Express themselves by making proposals for the neighborhood based on residents' needs
- Participate in a civic dynamic: propose initiatives, projects, etc. as a group...
- Have a full place and role in city policy decision-making bodies, i.e. in the city contract steering committees organized a few times a year by the authorities.
Fonds de Participation des Habitants (FPH).
The Fonds de Participation des Habitants (FPH) is a financial envelope set aside within the general framework of the city contract.
The FPH is a participatory democracy tool which, by virtue of its simplicity and speed of implementation, is designed to encourage and support initiatives by residents of priority neighborhoods. The FPH is aimed at groups of residents in priority neighborhoods, whether or not they have formed an association.
Fund objectives :
The aim of the FPH is to revitalize the participation of residents in their daily lives, in the Carrière/Wenheck priority district of Saint-Avold. The fund is intended to help improve the neighborhood's image and strengthen ties between residents, associations, professionals and elected representatives.
Its objectives are to provide rapid and flexible financial assistance to :
- Encourage residents' groups to take the initiative;
- Strengthen exchanges between residents as part of a collective, supportive approach;
- Promote residents' individual and collective ability to organize, set up and present projects;
- Encourage one-off projects by local residents that have an impact on the neighborhood and are not funded under the city policy call for projects;
- Develop activities and solidarity, improve the quality of life and enable the population to take greater ownership of civic values, while respecting the principles of secularism and neutrality;
- Encourage the emergence of projects and support through the sharing of skills between associations and local residents.
