What is a neighborhood committee?
Neighborhood committees are forums for citizen participation.
They bring together residents and local stakeholders who want to volunteer in their neighborhood and contribute to the common good.
Serving as a vital link between the neighborhood and the City, the committees facilitate the flow of information in both directions. They convey the ideas, needs, and expectations of residents and local stakeholders; formulate their own proposals and initiatives; and share with them information, consultations, projects, and initiatives proposed by the City.
The City of Saint-Avold has six neighborhood committees, corresponding to the following areas:
- Downtown / Faubourg / Lemire
- Dourd’Hal
- La Carrière / Le Wenheck
- Huchet / Tyrol
- Joan of Arc / Arcadia
- Crusem / Langacker / Oderfang

Their role
In the public interest and within the scope of the City’s authority, neighborhood committees may, among other things:
- convey the ideas, needs, and expectations expressed by residents or local stakeholders;
- engage with the City and be consulted on projects and issues that affect the neighborhood or municipality;
- Participate in neighborhood walks or assessments;
- propose local initiatives and help implement them;
- get involved in neighborhood life and help make it more vibrant
- serve as a liaison for the city's participatory budgeting program in collaboration with the neighborhood committee.
Neighborhood committees serve as local representatives for the participatory budgeting process, which is open to all residents as part of a call for projects launched by the City.
They can:
• inform residents about the process;
• assist them in developing their ideas or projects;
• receive proposals and forward them to the City.
Projects reviewed by city departments to assess their feasibility are put to a vote by residents, in accordance with the procedures set forth in the participatory budgeting regulations.

The committee serves as a forum for making proposals and fostering dialogue. It does not replace the City Council or city departments in their areas of responsibility or decision-making.

How does a neighborhood committee work?
The committees operate on the principle of collegiality.
To facilitate their operations, the members shall appoint:
• a coordinator and a deputy coordinator;
• a secretary and a deputy secretary.
The committee collectively determines the topics it wishes to explore in greater depth and the initiatives to which it wishes to contribute.
A meeting with the City and its representatives is held once a quarter. These discussions provide an opportunity to review the proposals and requests that have been made, as well as the actions taken in response to them. Depending on its needs, the committee may also organize meetings among its members.
The City provides logistical support and an operating budget to neighborhood committees.
Who can serve on neighborhood committees?
No specific skills are required to join a neighborhood committee.
Neighborhood committees are open:
• Residents of Saint-Avold aged 14 and older, excluding elected officials and municipal employees of the city;
• People who work or are involved in community organizations in Saint-Avold, even if they do not live there.
Participation is on a volunteer basis and requires a two-year commitment, corresponding to one term of office.
Members agree to comply with the Neighborhood Committees Charter, the rules of procedure, and the participatory budgeting regulations.
Note: Participation of Minors
Youth aged 14 to 17 may participate in neighborhood committees with the permission of their legal guardian.
The legal guardian must be present during meetings and activities in which the minor participates.

Neighborhood Committees in Saint-Avold: A Few Key Points
2020 : Creation of neighborhood committees and adoption of their first charter.
2020–2025: More than 100 Naboriens and local stakeholders became involved in the neighborhood committees.
2026: – Review of the neighborhood committees and collective work on their future development, bringing together elected officials, municipal staff, and former members of the neighborhood committees. -Adoption of a new charter and new bylaws by the city council
2027: Renewal of the neighborhood committees.

How do I register?
The registration form can be:
• downloaded and printed;
• picked up at City Hall;
• requested by email or phone.
Once completed, it must be submitted to City Hall or sent by mail or email to the address listed below.
After you register:
Once registration closes, the city will contact you to schedule an informational meeting with elected officials in mid-December 2026.
Afterward, the city will organize the first meeting of each committee, attended by the respective elected officials, in January 2027.

RESULTS OF THE "SLOWDOWN AT THE ENTRANCE TO DOURD'HAL" SURVEY
