Citizen military census
WHAT IS IT?
The citizen or military census is compulsory!
At the age of 16, all young people in France must register with their local town hall. The census enables the authorities to summon the young person to take part in the Defense and Citizenship Day (JDC). After the census, you must inform the military authorities of any change in your situation. The census also enables young people to be automatically registered on electoral rolls when they turn 18.
Please note:
If the young person has a disability and wishes to be exempted from the JDC, he or she can submit a medical certificate stating that he or she is unfit to take part.
HOW TO PROCEED?
The process is carried out by going to the commune where you live, or by using a service. This service is accessible via a personal service-public.fr account. It is essential to have your online login details and the digital pdf version of the following documents:
- Proof of French nationality (national identity card or passport)
- Up-to-date family record book
- Proof of address less than 3 months old

Good to know:
If the deadline has passed, you can still regularize your situation up to the age of 25, in the same way as for a traditional census.
If no census is taken
If no census is taken, the irregularity is sanctioned by :
- not being able to take part in the JDC and, consequently, not being able to take any state competitive examinations or exams before the age of 25,
- not being registered on the electoral roll from the age of 18.
ISSUING A CERTIFICATE
Once the census has been completed, the town hall issues a census certificate. If you took the census online :
- or the census certificate can be found in your personal account document holder. You can print it out as many times as you need.
- or pick up the certificate at the town hall.
IN CASE OF LOSS?
Duplicates are not issued. In the event of loss or theft, you can request proof of your census from your local national service center.
